Yes. The Free plan is €0 and has no time limit. It scales to zero when idle, which is what makes it free to offer, so there's no trial clock and no card required.
What's the catch with the cold start?
When your app has been asleep, the first request has to wake it, which adds a few seconds. Every request after that is full speed until it goes idle again. If you'd rather it stay warm and instant, a paid plan keeps it always-on.
Do I need a credit card?
